III Legislature

The lower chamber consists of representatives deputies elected by direct election and plurality voting from each one of the constituencies of the Empire. The deputy exercises his legislative functions for a term of two years. The constituencies are determined by ordinary law and should not be numerically lower than the number of seats occupied in the House of Peers.

Rules of Order and Procedure for the III Legislature
To introduce a main motion, there should be no other motion pending on the floor.
  • Present your motion with a short introduction or title (whatever is appropriate) and the text of the motion itself.
  • You may begin the discussion yourself immediately, or you may ask, “Discussion?”
  • Allow for a majority of voting members to have seen your motion and time to present discussion or amendment to the main motion. Members may be called to the floor via tag during discussion.
    • If there is an amendment to the main motion, that amendment must be introduced during discussion on the main motion, then it must be discussed and voted on before proceeding to vote on the main motion.
  • Once a majority of members have seen the motion, and once reasonable time for all discussion and amendment has transpired, you or another member may “call the question.”
  • Once the question has been called, the members may be called to the floor via tag and given ample opportunity to vote in the affirmative, negative, or with an abstention, before the final result of the vote is declared.
    • Members may ask for reasonable time to consider any point of discussion or amendment, but all members must be respectful of the other members’ time and schedules, and of the process of deliberation. This includes allowing for both extending periods to read and deliberate and for yielding to the need to progress the motion.

Note: The payment referred to in this law must be directed to a bank account managed by the Ministry of Finance, and this category of citizenship request will be allowed as soon as the aforementioned ministry provides the means to enable the payment.
