YOUR EXCELLENCY THE PALATINE OF THE HOUSE OF PEERS, MOST HONOURABLE MEMBERS OF THE IMPERIAL DIET,
By means of this official message, sent to the Imperial Diet through its leader, the Palatine of the House of the Peers, I acknowledge the petition approved in both Houses and sent to the Ministry of Justice for a new Electoral Code to be created. It is with satisfaction and an accurate sense of duty that I will dispose all the resources of the ministry so that a modern, effective and clear electoral diploma capable of guiding and preserving democracy and representation in this Empire will be produced in a reasonable time.
