An executive decree to summon the first session of the House of Representatives.
His Excellency, the Imperial Chancellor of the Karno-Ruthenian Empire, in exercise of the powers conferred on him, thinks it desirable to make this Order for the purpose of, in full harmony with the Imperial Constitution, and in full compliance with the provisions of the Imperial Constitution, decrees the following:
ARTICLE I. That His Excellency, the Imperial Chancellor, under the terms of article 74, exercises his authority to summon to the 20th of February, to call the first session of the House of Representatives.
ARTICLE II. Summons for this session are conveyed to Messrs. Christian of Letzembourg, Carlo of Lamburg and Guilherme of Libertia, for the purposes of:
a. under the terms exposed by the single paragraph of article 91 of the Imperial Constitution, which to elect a president for the House of Representatives;
b. propose the Internal Regiment of the House of Representatives;
c. propose laws, according to their obvious and very natural function;
d. confirming the status of the Governate of Hakodate and its Governor-General;
e. voting on the proposals listed above.
