A ministerial decree to revoke the Ministerial Order nº 3, of 2 July 2018.
His Excellency, the Minister of Justice, in exercise of the powers conferred on him, thinks it desirable to make this Order for the purpose of the electoral deadlines, in compliance with article 21 of the Electoral Code, and in full harmony with the Imperial Constitution, with full compliance with the provisions of article 73, decree the following:
ARTICLE I Considering the inertia and inoperability of the political congregations, and considering the fundamental values that guide the political conduct of the Empire, namely those read in items I and II of art. 2º of the Imperial Constitution, as well as in the attempt to preserve the objective enshrined in item IV of art. 3º of the same law, the Ministerial Order nº 3/2018 is expressly revoked.
ARTICLE II The said Ministerial Order, due to its absolute ineffectiveness, will not affect the future occurrence of the Electoral Process nor the creation of parties.
ARTICLE III The postponement of the Electoral Process, as well as the revocation of Ministerial Order nº 3/2018, does not affect the dissolution of the House of Representatives nor does it convalesce the completed mandates, and there is no repristination of any kind.
I ordain all authorities to whom the knowledge and execution of the present Ministerial Order belong, to comply with, and enforce and obey its contents as fully as it is contained.
