His Excellency, the Palatine of the House of Peers and Lord Keeper of Privy Seal, and appointed Imperial Chancellor, in free exercise of his constitutional privileges, after a detailed and comprehensive analysis of the legal text and in full harmony with the Imperial Constitution and will of the members of the Imperial Diet, request to the Ministry of Justice, considering its responsibility for implementing actions to provide access to justice, to increase confidence in the justice system, and uphold people’s civil rights, to reform and guarantee to the population of the Empire a new Electoral Code, to guide us in our future elections and to consecrate our young and vigorous democracy.
