The Ministry of Finances is responsible for economical activity, as well as the expenditure of the state, approval of budgets for various areas of the Empire and other activities. Its most famous creation was made by the first holder of the office, Count Yuri de Faria, who created the Ruthenian Mark.

THE KINGDOMS AND LANDS OF THE CROWN OF RUTHENIA AND THE LANDS REPRESENTED IN THE COUNCIL OF KARNIA
HIS IMPERIAL AND ROYAL MAJESTY’S MINISTRY OF FINANCES OFFICE
A ministerial decree to reestablish the Imperial Bank of Karnia-Ruthenia.
His Excellency, Mr. Dylan John Callahan, the Minister of Finances, in exercise of the powers conferred on him, thinks it desirable to make this Order for the purpose of regulating the finances of the Empire, in full harmony with the Imperial Constitution, and in full compliance with the provisions of article 73, decree the following:—

ARTICLE I. To recognize as dissolved the Imperial Bank of Karnia-Ruthenia,
a. The Imperial Bank of Karnia-Ruthenia as initially established is dissolved, and all officers and employees are considered dismissed;
b. The balance of all accounts are zero, and all capital and investments are null.

ARTICLE II. To reestablish the Imperial Bank of Karnia-Ruthenia,
a. The Imperial Bank of Karnia-Ruthenia is reconstituted by authority of Imperial and Royal Decree n. 119-2O17;
b. The Cabinet is hereby obliged forthwith to attend to the matter of appointing the Governor and Deputy Governor of the Imperial Bank, the Policy Board, Auditors, Executive Directors, and Counsellors.
