The Ministry of Finances is responsible for economical activity, as well as the expenditure of the state, approval of budgets for various areas of the Empire and other activities. Its most famous creation was made by the first holder of the office, Count Yuri de Faria, who created the Ruthenian Mark.

THE KINGDOMS AND LANDS OF THE CROWN OF RUTHENIA AND THE LANDS REPRESENTED IN THE COUNCIL OF KARNIA
HIS IMPERIAL AND ROYAL MAJESTY’S MINISTRY OF FINANCES OFFICE
A ministerial decree for the regulation and integration of the vereinsmark.

His Excellency, Mr. Dylan John Callahan, the Minister of Finance, in exercise of the powers conferred on him, thinks it desirable to make this Order for the purpose of executing the Emperor-King's monetary agenda, in full harmony with the Imperial Constitution, decree the following:—

ARTICLE I. To establish the Vereinsmark as the official and unifying currency of the Empire of Karnia-Ruthenia.

ARTICLE II. To back the each Vereinsmark in one hundred-thousandth of a gram of copper.

ARTICLE III. To decimalize the Vereinsmark into one hundred parts, with one hundred cents to one vereinsmark.

ARTICLE IV. To set the rates of exchange with other currencies within and without the policy control of the Empire of Karnia-Ruthenia as follows:
a. The rate of exchange with the Delveran curo shall be one vereinsmark to one thousandth curo.
b. The rate of exchange with the United States Dollar shall be one vereinsmark to one ninety-six-millionth dollar.
c. The rate of exchange with the Brazilian Real shall be one vereinsmark to one fifty-thousandth real.
d. The rate of exchange with the Great British Pound shall be one vereinsmark to one ninety-one-millionth pound.
e The rate of exchange with the European Euro shall be one vereinsmark to one seventy-nine-millionth euro.
