THE KINGDOMS AND LANDS OF THE CROWN OF RUTHENIA AND THE LANDS REPRESENTED IN THE COUNCIL OF KARNIA
HIS IMPERIAL AND ROYAL MAJESTY’S MINISTRY OF CULTURE OFFICE
A ministerial decree on the regulation of photoplay-making activity on the Empire.
His Excellency, the Minister of Culture, in exercise of the powers conferred on him, thinks it desirable to make this Order for the purpose of, in full harmony with the Imperial Constitution, decree the following:—

ARTICLE I. On the new status of film-making on the Empire:
a. Filmmaking is, as of now, a non-regulated activity, having no mention in the current legislation;

ARTICLE II. On the creation of specific legislation.
a. Specific and meticulously written legislation shall be created, in the interest of regulating film-making activity Also in the interest of protecting every person involved in the process of creation of motion pictures, on liability in the case of disasters and tragedies and on the legal status of the activity.

ARTICLE III. On the writing of specific legislation.
a. The Minister of Culture shall in due time appoint a member of the Imperial Diet to create said legislature and to present it to his/her fellow delegates and ministers.

ARTICLE IV. On the "popular name" of said legislation.
a. It shall now be called the "Méliès Bill".
