HIS EXCELLENCY, the PRESIDENT OF GENERAL ASSEMBLY OF THE KINGDOM OF RUTHENIA, in free use of my constitutional privileges granted by HIS MAJESTY, the KING, I address the General Assembly of Ruthenia to make public and binding our decision about the situation of our Foreign Affairs, its procedures and the requirements to appoint our representants abroad.
After a long discussion, the Commission appointed by me to analyze the question with the help of His Excellency, the Minister of Foreign Affairs came to a conclusion and that conclusion became the Regulation of the Diplomatic Service, approved by His Majesty, the King.
