HIS EXCELLENCY, the PRESIDENT OF GENERAL ASSEMBLY OF THE KINGDOM OF RUTHENIA, in free use of my constitutional privileges granted by HIS MAJESTY, the KING, I address the General Assembly of Ruthenia to make public and binding our decision about the law project presented to us by the Assembly about the recognition granted to Client States.
On this day, the members of this Assembly understand that this Kingdom should not be associated with micronations that do not have all the requirements as the State itself, especially with regard to its sovereignty and autonomy. For this reason, We, the members of this Assembly, created the law that follows.
