THE KINGDOMS AND LANDS OF THE CROWN OF RUTHENIA AND THE LANDS REPRESENTED IN THE COUNCIL OF KARNIA
HIS IMPERIAL AND ROYAL MAJESTY’S OWN OFFICE
In this Tenth day of April in the year Two Thousand and Sixteen, comes to public the Emperor of Karnia and King of Ruthenia, express His will, using the powers granted to Him by the Constitution, in accordance with Article 7, Chapter I, DECIDED:

ARTICLE I. REGULATE the understanding about the Karno-Ruthenian nobility (Karniareichischer Adel), as well as their status, privileges, duties and organization in general.

ARTICLE II. CONSIDER a Karno-Ruthenian member of nobility any noble living in the Imperial and Royal lands, who owed their allegiance to the Imperial House and therefore to the Emperor, is also considered part of the Austrian aristocracy. This applied to any member of the Karnian, Ruthenian, Acrinian, Bessabian, Horvatian and other nobilities in the Imperial dominions. A noble from any part of the Empire is also a rightfully member of the Karnian-Ruthenian nobility.

ARTICLE III. KARNIAN nobility is divided into two categories: the higher nobility (Hoher Adel), and the lower nobility (Niederer Adel).

ARTICLE IV. THE title of His Imperial and Royal Majesty will be treated in the Constitution.

ARTICLE V. ABOUT non-ruling members of the Imperial Family:
a. The wife of the Emperor (Kaiser) bore the title of Empress (Kaiserin) and is styled “Her Imperial and Royal Majesty”.
b. The widow of the Emperor bore the title of Empress Dowager and is styled “Her Imperial Majesty”.
c. The children of the Emperor bore the title of Archduke of Karnia, Prince Royal of Ruthenia, Bessabia and Horvatia and is styled “His Imperial and Royal Highness”.
d. The eldest child of the Emperor, regardless of gender, will be the Heir to the Throne. The Heir to the Throne bore the title of Crown Prince of Karnia, Ruthenia, Bessabia and Horvatia and is styled “His Imperial and Royal Highness”.
e. Agnates of the Imperial Family and their authorized consorts bore the title of Archduke or Archduchess (Erzherzog or Erzherzogin) and styled “Imperial and Royal Highness” (Kaiserliche und Königliche Hoheit).
f. The children of Archdukes and their authorized consorts bore the title of Archduke or Archduchess (Erzherzog or Erzherzogin) and styled “Imperial and Royal Highness” (Kaiserliche und Königliche Hoheit).
g. Legitimate but morganatic descendants of the Imperial Family excluded from the line of succession might sometimes receive lesser titles with noble rather than royal prerogatives.

ARTICLE VI. ABOUT the titles considered as Higher Nobility, being able to use the suffixes “von”, “zu” or “von und zu”:
a. Duke/Duchess (Herzog/Herzogin), styled “Highness” (Hoheit);
b. Prince/Princess (Prinz/Prinzessin), styled “Serene Highness” (Durchlaucht).

ARTICLE VII. ABOUT the titles considered as Lower Nobility, being able to use the suffixes “von”, “zu” or “von und zu”:
a. Margrave/Margravine (Markgraf/Markgräfin), styled “Illustrious Highness” (Erlaucht);
b. Count/Countess (Graf/Gräfin), styled “Illustrious Highness” (Erlaucht);
c. Baron/Baroness (Freiherr/Freifrau), styled “Gracious Lord/Gracious Lady” (Gnädiger Herr/Gnädige Frau).

ARTICLE VIII. ANY noble has the right to bear a coat of arms and a seat in the upper houses of the parliaments that composes the Legislative Power of the Empire. No other civil or criminal privilege shall be provided to the noble of any precedence.

ARTICLE IX. ANY noble can lose his title by Imperial Decree, whether by the will of the Emperor or at the request of one of the parliaments of the Empire or judicial request.

ARTICLE X. ANYONE can be raised to noble status, just by the will of the Emperor to do so.

Done and passed in the Imperial Palace, at the Imperial and Royal Majesty’s Own Office, on the Tenth day of April in the year of Two Thousand and Sixteen of grace of Our Lord Jesus Christ.
