THE KINGDOMS AND LANDS OF THE CROWN OF RUTHENIA AND
THE LANDS REPRESENTED IN THE COUNCIL OF KARNIA
HIS IMPERIAL AND ROYAL APOSTOLIC MAJESTY’S OWN OFFICE

A bill to reorganize the national aristocracy.


WE, the EMPEROR OF KARNIA AND KING OF RUTHENIA, King of Bessabia, King of Acrin, King of Horvatia, Szolnók, Geza, Letingia, Escandia, King of Jestia, etc.; Archduke of Karnia, Grand Duke of Gaussland, Caledonia; Duke of Ladislavia, Hoheneinsamkeit, Weißeswasser, Csorna, Chedowski, Balaton; Grand Prince of Karcag, Margrave of Luftrein, Duke of Persenburg, Götzödorf, Mohács, Pannonhalm, Podenbrad, Gyalla, Oswiencin, Zallanta, Cieszpreg, Fertodin, Rugoz, Árpád; Princely Count of Bihar, Tamaz, Koberg, Gerizia, Grevenia; Prince of Thomaz-Rocha, Bersód; Margrave of Upper and Lower Lusitia; Count of Heves, Feldkirchenberg, Brevento, Szentes, etc.; Lord of Fürstenbergserdboden, Kazin, etc., etc. etc., in full harmony with the terms of the Imperial Constitution, decree the following:—

ARTICLE I. The present decree aims to reorganize the structure of the national nobility (Goëtzër Adel), as well as their status, privileges, duties and organization in general, reviewing the dispositions established by the Imperial and Royal Decree n. OO4-2O16 of 1O April 2O16.

ARTICLE II. Is consider to be a Karno-Ruthenian member of nobility any noble living within the Imperial and Royal lands, who owed their allegiance to the Imperial and Royal House and therefore to the Emperor-King, is also considered part of the national aristocracy. This applied to any citizen from any of the state members of the Empire.
Sole Paragraph. A noble title conferred by a regional ruler from any part of the Empire is considered a rightfully member of the Karnian-Ruthenian nobility after a formal consent of the Emperor-King.

ARTICLE III. National nobility is divided into two categories: the higher nobility (Hoher Adel), and the lower nobility (Niederer Adel).

ARTICLE IV. The full title of His Imperial and Royal Majesty is established by the Constitution and by the dispositions of the House Law of the Karno-Ruthenian Imperial Family.

ARTICLE V. Regarding the non-ruling members of the Imperial Family:
a. The wife of the Emperor-King bore the title of Empress-Queen and is styled “Her Imperial and Royal Majesty”.
b. The widow of the Emperor bore the title of Empress Dowager and is styled “Her Imperial and Royal Majesty”.
c. The children of the Emperor bore the title of Archduke of Karnia, Prince Royal of Ruthenia, Bessabia and Horvatia and is styled “His Imperial and Royal Highness”, or the female equivalent.
d. The eldest child of the Emperor, regardless of gender, will be the Heir to the Throne. The Heir to the Throne bore the title of Crown Prince of Karnia, Ruthenia, Bessabia and Horvatia and is styled “His Imperial and Royal Highness”, or the female equivalent.
e. Agnates of the Imperial Family and their authorized consorts bore the title of Archduke or Archduchess and styled “Imperial and Royal Highness”.
f. The children of Archdukes and their authorized consorts bore the title of Archduke or Archduchess and styled “Imperial and Royal Highness”.
g. The title of Archduke is exclusive for the Imperial Family.
h. Legitimate but morganatic descendants of the Imperial Family excluded from the line of succession might sometimes receive lesser titles with noble rather than royal prerogatives.

ARTICLE VI. Regarding the titles considered as Higher Nobility, being able to use the suffixes “von”, “zu” or “von und zu”:
a. Grand Duke/Grand Duchess, styled "Royal Highness";
b. Grand Prince/Grand Princess, styled "Illustrious Highness";
c. Duke/Duchess, styled “Serene Highness”;
d. Prince/Princess, styled “Highness”.

ARTICLE VII. Regarding the titles considered as Lower Nobility, being able to use the suffixes “von”, “zu” or “von und zu”:
a. Margrave/Margravine, styled “The Most Illustrious”;
b. Landgrave/Landgravine, styled “The Illustrious”;
c. Burgrave/Burgravine, styled “The Most Excellent”;
d. Altgrave/Altgravine, styled “The Excellent”;
e. Count /Countess, styled “The Most Honourable”;
f. Baron/Baroness, styled “The Right Honourable”;
g. Noble, styled “The Honourable”.

ARTICLE VIII. Any noble has the right to bear a coat of arms and a seat in the upper house of the Imperial Diet. No other civil or criminal privilege shall be provided to the noble of any precedence.

ARTICLE IX. Any noble can lose his title by Imperial Decree, whether by the will of the Emperor or at the request of the Imperial Diet or by judicial request.

ARTICLE X. Anyone can be raised to noble status, just by the will of the Emperor to do so.

ARTICLE XI. Once titled and if possible, the surname is substitued by the title of nobility.
Paragraph 1. The surnames of the national nobility will be preceded by or will contain the preposition von (meaning "of") or zu (meaning "at") as a nobiliary particle.
Paragraph 2. The two may occasionally be combined into von und zu (meaning "of and at").
Paragraph 3. In general, the von form indicates the family's place of origin, while the zu form indicates the family's continued possession of the estate from which the surname is drawn.
Paragraph 4. Eventually, the zu particle can also indicate the split of a family, as providing information on the creation of a new branch of the main family.

ARTICLE XII. All titles of Higher and Lower Nobility - with the exception of the Noble - are hereditary under absolute primogeniture.
Sole Paragraph. The titles of the Imperial Family follow the rules established by the House Law of the Karno-Ruthenian Imperial Family.

ARTICLE XIII. Under formal request to the Emperor-King, a foreign title may be registered as a national title of nobility.
