Article 1. His Royal Majesty decides to create for the benefit of Mr. Nicolas Grangier, the title of "Count of Fleurac" with the treatment and style "The Right Honourable Count of Fleurac". The coat of arms is to be determined by the Royal Academy of Heraldry.
