General Order No. 2

The Imperial General Headquarters is the highest echelon of command of the armed forces of the Empire. In terms of function, it was approximately equivalent to the United States Joint Chiefs of Staff and the British Chiefs of Staff Committee.

GENERAL ORDER No. 2

SUBJ: ENABLING ORDER FOR THE PROMULGATION OF COMMISSIONS AND WARRANTS OF PROMOTION FOR THE IMPERIAL ARMED FORCES OF KARNIA-RUTHENIA

01. By the Direction of His Imperial and Royal Majesty, Oscar I, the following Order is promulgated.

02. That certain Persons of demonstrated superior character may occasionally be called upon to serve the Empire of KARNIA-RUTHENIA in a military capacity, the Throne reserves the right to issue such Warrants of Commission as may be called for.

03. Such Warrants as may be required may also be issued by a competent authority as designated by the Throne, specifically the Minister of War, the Commander of Forces, the Heads of the various Armed Services, or - in extraordinary circumstances - by previously commissioned officers of at least the rank of Captain.

04. No Warrant issued by any competent authority shall be considered superior in character to any other.

05. The Form of the Warrant shall be determined by the Minister of War, as approved by the Throne.

06. At certain extraordinary times, temporary brevet promotions may be issued in the field but commissioned officers of at least Captain rank. Such temporary commissions shall carry the force of their designated rank, and may be made permanent at the discretion of higher authority. Brevetted officers may not accrue the pay or benefits of their rank, unless approved by higher authority.

07. A normal and appropriate regimen of promotion by career progression will be established by the Minister of War, in conjunction with the Heads of the various Armed Forces, subject to the approval of the Throne.

08. Warrants of Commission or Promotion by established progression Shall date from the First day of the calendar month following the approval of said Warrant, except in certain extraordinary circumstances, conditional upon the approval of the Throne.

08. Promotions for extraordinary merit as may be issued from time to time, Shall date from the Fifteenth day of the month following the approval of said Warrant.

09. Such certain extraordinary Warrants - including, but not limited to those which may be issued on the battlefield - Shall date from whatever date the extraordinary Warrant is issued.

10. In cases where the legal seniority of officers of equal rank needs to be determined, the oldest date of rank is considered to be superior. Should dates of rank be identical, seniority goes to whichever Service officer has primary operational environment priority. In the event of equality in that case, seniority is determined according to the alphabetical rankings of the names, with the letter 'A' being superior. In the event where all other factors are identical, seniority will be determined by the toss of a coin, publicly executed by the next-senior officer.

11. This order shall be in effect from this date.
