GENERAL ORDER No. 16

The Imperial General Headquarters is the highest echelon of command of the armed forces of the Empire. In terms of function, it was approximately equivalent to the United States Joint Chiefs of Staff and the British Chiefs of Staff Committee.

GENERAL ORDER No. 16

SUBJ: Concerning Writs of Muster & Beat



In certain circumstances, Officers holding an Imperial Commission in either the Heer or in the Luftruppen may be issued Writs of Muster & Beat, under the following protocols:


1. A Writ of Muster & Beat authorizes an officer to recruit, assemble, train, and organize to readiness a body of troops of a specified number, to execute valid orders issued by their higher commands.

2. Except as provided for in Point #3, below, and in accordance with General Order #13, only the Throne, the Ministry of War, or the Imperial Chief of Staff of the Imperial General Headquarters may issue a Writ Muster & Beat for land and air units or a Writ of Commission for an armed war vessel.

3. In certain extreme and extraordinary circumstances, an Imperial Officer who finds themselves needing to assemble a unit may issue a Writ of Muster & Beat to themselves, under their own signature. However, as per General Order #15, such self-issuance will be reviewed by the Joint Review Board at the earliest opportunity. Imperial Officers self-issuing such Writs are advised that they, themselves, will be held personally responsible for the actions of such forces they may raise in such manner, including any and all criminal activities that may ensue therefrom.

ASSUNTO: Sobre Mandados de Muster & Beat




Em certas circunstâncias, os Oficiais que ocupam uma Comissão Imperial no Heer ou no Luftruppen podem receber Mandados de Agrupamento e Batimento, de acordo com os seguintes protocolos:


1. Um mandado de agrupamento e batida autoriza um oficial a recrutar, reunir, treinar e organizar para preparar um corpo de tropas de um número especificado, para executar ordens válidas emitidas por seus comandos superiores.

2. Exceto conforme previsto no Ponto #3, abaixo, e de acordo com a Ordem Geral #13, somente o Trono, o Ministério da Guerra ou o Chefe do Estado-Maior Imperial do Quartel-General Imperial podem emitir um Mandado de Reunião e Batida para unidades terrestres e aéreas ou um Mandado de Comissão para um navio de guerra armado.

3. Em certas circunstâncias extremas e extraordinárias, um Oficial Imperial que precise reunir uma unidade pode emitir um Mandado de Agrupamento e Batida para si mesmo, com sua própria assinatura. No entanto, de acordo com a Ordem Geral nº 15, essa autoemissão será revisada pelo Conselho de Revisão Conjunta na primeira oportunidade. Os Oficiais Imperiais que auto-emitiram tais Mandados são informados de que eles próprios serão responsabilizados pessoalmente pelas ações de tais forças que possam levantar dessa maneira, incluindo toda e qualquer atividade criminosa que possa resultar disso.
