WE, the EMPEROR OF KARNIA AND KING OF RUTHENIA, King of Bessabia, King of Acrin, King of Horvatia, Szolnók, Geza, Letingia, Escandia, King of Jestia, etc.; Archduke of Karnia, Grand Duke of Gaussland, Caledonia; Duke of Ladislavia, Hoheneinsamkeit, Weißeswasser, Csorna, Chedowski, Balaton; Grand Prince of Karcag, Margrave of Luftrein, Duke of Persenburg, Götzödorf, Mohács, Pannonhalm, Podenbrad, Gyalla, Oswiencin, Zallanta, Cieszpreg, Fertodin, Rugoz, Árpád; Princely Count of Bihar, Tamaz, Koberg, Gerizia, Grevenia; Prince of Thomaz-Rocha, Bersód; Margrave of Upper and Lower Lusitia; Count of Heves, Feldkirchenberg, Brevento, Szentes, etc.; Lord of Fürstenbergserdboden, Kazin, etc., etc. etc., in full harmony with the Imperial Constitution, and in full compliance with the provisions of article 65, subsection I, decree the following:—
ARTICLE I. Considering the need to acquire goods and services from foreign nations, as well as to export domestic goods and services to foreign nations, and that therefore it is necessary that the Empire has a reserve in foreign currencies, We create the Imperial Treasury of Karnia-Ruthenia.

ARTICLE II. The Imperial Treasury will consist of the values and titles arranged by the Imperial House to be reversed in favor of the Empire.
ARTICLE III. The Imperial Treasury may freely acquire and sell securities and currencies, in accordance with national interests, using a free exchange policy.
ARTICLE IV. The initial contribution to the opening of the Imperial Treasury, to be realized by His Imperial Majesty, the Emperor-King, will be the following one:
a. R$ 1OO,OO (One Hundred Brazilian Reais);
b. $AR 15O,OO (One Hundred and Fifty Argentine Pesos);
c. € 1O,OO (Ten Euros);
d. US$ 2O,OO (Twenty United States Dollars).
ARTICLE V. The Imperial Treasury will be managed by the Ministry of the Imperial and Royal Household, under the supervision of His Imperial Majesty, the Emperor-King.
ARTICLE VI. The acquisition of values, preferably in cash, will be coordinated by the Emperor-King, and can be transferred to an account with a reputable foreign bank.
§. Using a foreign bank, the Imperial Treasury must inform publicly which bank will be used.
