The Ministry of Foreign Affairs, created in the same day of the foundation of the Kingdom of Ruthenia, play a role in setting policy, and the Minister of Foreign Affairs have a voice and are the one who develop this policy. Diplomatic relations are conducted by the Minister of Foreign Affairs, but the leadership of Foreign Affairs is in practice, led by His Imperial and Royal Majesty, the Emperor-King.

THE KINGDOMS AND LANDS OF THE CROWN OF RUTHENIA AND THE LANDS REPRESENTED IN THE COUNCIL OF KARNIA
HIS IMPERIAL AND ROYAL MAJESTY’S MINISTRY OF FOREIGN AFFAIRS OFFICE
A ministerial decree to establish the position of His Majesty's Ambassador to the Republic of the Philippines, to ratify the appointment of the Karno-Ruthenian Ambassador to the Republic of the Philippines and other measures.
His Excellency, the Minister of Foreign Affairs, in exercise of the powers conferred on him, thinks it desirable to make this Order for the purpose of, in full harmony with the Imperial Constitution, decree the following:—

ARTICLE I. The Ministry of Foreign Affairs establishes the diplomatic mission of the Karno-Ruthenian Empire in Republic of the Philippines.

ARTICLE II. The Embassy's in Republic of the Philippines main objective is to present Karno-Ruthenian policies to the Filipino-born citizens and their government, and to report Republic of the Philippines policies and views to the Imperial and Royal Government.

ARTICLE III. The ambassador is the head of the Karnia-Ruthenia's consular service in Republic of the Philippines. His main responsability, as much as directing diplomatic activity in support of trade and for the provision of consular support to Karno-Ruthenian citizens in Republic of the Philippines, he may also oversees cultural relations between the two countries.

ARTICLE IV. This Ministry of Foreign Affairs ratify the appointment made by His Imperial and Royal Majesty, the Emperor-King, and confirms Mr. Clark Bactad as the head of the diplomatic mission in Republic of the Philippines and His Majesty's Ambassador to Republic of the Philippines.
