The Ministry of Culture is responsible the development of the cultural identity of the Karno-Ruthenian Empire and is the head for the development of cultural activities, as well as the promotion of our cultural identity within the Empire as much as abroad.

THE KINGDOMS AND LANDS OF THE CROWN OF RUTHENIA AND THE LANDS REPRESENTED IN THE COUNCIL OF KARNIA
HIS IMPERIAL AND ROYAL MAJESTY’S MINISTRY OF CULTURE OFFICE
A ministerial decree for the strenghtening of the Empire's cultural industry and it's artistic enterprises.
His Excellency, the Minister of Culture, in exercise of the powers conferred on him, thinks it desirable to make this Order for the purpose of, in full harmony with the Imperial Constitution, decree the following:—

ARTICLE I. On the creation of a state-owned photoplays enterprise:
a. It shall be called PERSENFILM Kapitalgesellschaften;
b. It shall have, as it's objective, assistance in the form of financing, distribution and production of motion pictures produced in the Empire;
c. It shall be a state-hold enterprise, with an open capital, it shall be traded in the Persenburg Stock Exchange as PERSF.

ARTICLE II. On the internal structure of said enterprise and other provisions.
a. It shall have a Directorial Board of four members, each one elected by the enterprise's employees from a list composed by the Ministry of Culture every eight months, from a first-past-the-post type vote. The rest of the employees shall be divided into five directories and two bureaus, in this order: Financing, Production, Marketing, Administrative, Human Resources, Creation, and the Bureaus for Propaganda and Censorship, those shall be a joint-operation between the Empire's Ministry of Information and the Ministry of Culture;
b. The enterprise's employees shall be hired with an open exam, to be realized from 12 to 12 months;
c. The two bureaus shall have one position, each one. On the Bureau of Propaganda and Censorship, these shall be the Director of Propaganda and the High-Censor.

ARTICLE III. On the hiring of employees and other criteria for employment.
a. The employees with the biggest grades in the open exam shall be called for an interview, to be realized by one of the enterprise's four directors;
b. The enterprise's employees shall be hired with an open exam, to be realized from 12 to 12 months;
c. The enterprise's employees that, according to each director's personal and professional criteria, excels in his/her interview, shall be offered a contract of 12 month's duration and other professional perks;
d. The only criteria required from a potential employee to take the annual public exam shall be proof of citizenship of the empire and a brief Curriculum Vitae from said individual's public life in the Empire.
e. Shall be excluded from employment the following: Non-citizens, citizens with known or suspected activities of socialist/communist character or tendencies, enemies of the state, foreign-state sponsored spies, operatives and terrorists in general, personas-non-gratas, and every other type of individual in between these.

ARTICLE IV. On the corporate identity of said enterprise.
a. The enterprise's logo shall be the capital of Persenburg's Hofbau Palace vectorized on the shades of orange and white on a transparent background. Beneath the capital palace's vector shall be the name of the enterprise, "PERSENFILM", in sans-serif bold-type script of the color orange .
