In this First day of July in the year Two Thousand and Sixteen, comes to public the Emperor of Karnia and King of Ruthenia, express His will, using the powers granted to Him by the Constitution, in accordance with Article 7, Chapter I, DECIDED:
ARTICLE I. CONSIDERING it is the duty of the Head of State of this Empire ensure the welfare and full development of the Empire through the elaboration of internal and external policies favorable to future plans of our micronation.
ARTICLE II. CONSIDERING the petition made by the Duchy of Argadia, which invoke the protection of our micronation in exchange for the creation of indissoluble bonds between us and all those who can benefit from a conscious and balanced government.
ARTICLE III. CONSIDERING that our government is able to incorporate one more project that can enrich our micronational project without compromising our governance capacity.
ARTICLE IV. CONSIDERING there had been no opposition of the attending members in the Imperial and Royal Council that had gathered between 30 June and 1 July.
ARTICLE V. CONSIDERING that is my prerogative the final decision on the subject, I decide that the Duchy of Argadia will, from today and for all official and administrative matters, state of this Empire and will be, from this moment on, submitted to our laws, our Constitution and Emperor, on behalf of all the people of this Empire.
