In this First day of June in the year Two Thousand and Sixteen, comes to public the Emperor of Karnia and King of Ruthenia, express His will, using the powers granted to Him by the Constitution, in accordance with Article 7, Chapter I, DECIDED:
ARTICLE I. CONSIDERING the overall performance of their duties to the creation of our entire heraldic tradition, I EXONERATE the King of Arms of the Empire, His Royal Highness, the Duke Guilherme of Lomellina and Berenguer of Libertia, thank immensely for his honorable fulfillment of duty to the government and the national culture.
ARTICLE II.CONSIDERING the need to fill the mentioned office with someone of undoubted value and vast heraldic knowledge to be a worthy successor in the heraldic and visual arts of the Empire, I APPOINT His Highness, the Prince Alexander Karapavlovic of Negroponte as the new King of Arms of the Empire and Head of the Imperial and Royal Academy of Heraldry.
