A bill about the creation of electoral districts and other measures.
WE, the EMPEROR OF KARNIA AND KING OF RUTHENIA, King of Bessabia, King of Acrin, King of Horvatia, Szolnók, Geza, Letingia, Escandia, King of Jestia, etc.; Archduke of Karnia, Grand Duke of Gaussland, Caledonia; Duke of Ladislavia, Hoheneinsamkeit, Weißeswasser, Csorna, Chedowski, Balaton; Grand Prince of Karcag, Margrave of Luftrein, Duke of Persenburg, Götzödorf, Mohács, Pannonhalm, Podenbrad, Gyalla, Oswiencin, Zallanta, Cieszpreg, Fertodin, Rugoz, Árpád; Princely Count of Bihar, Tamaz, Koberg, Gerizia, Grevenia; Prince of Thomaz-Rocha, Bersód; Margrave of Upper and Lower Lusitia; Count of Heves, Feldkirchenberg, Brevento, Szentes, etc.; Lord of Fürstenbergserdboden, Kazin, etc., etc. etc., in full harmony with the Imperial Constitution, and in full compliance with the provisions of article 65, subsection I, decree the following:—
ARTICLE I. Considering the legal predictions established by the Imperial Constitution and by the Electoral Code, by this decree, the electoral districts will be regulated.
ARTICLE II. Under the terms of the laws mentioned in the previous article, the electoral districts will be established based on the demographic division of the Empire and the convenience in establishing them.
ARTICLE III. Considering the previous articles and the demographic division of the Empire, constitute electoral districts and are the number of Representatives to be elected by district:
a. 1 single North American District - with O1 (one) Representative.
b. 1 single South American District - with O1 (one) Representative.
c. 1 single Asian-Antarctic District - with O1 (one) Representative.
d. 2 European Districts - each one with O1 (one) Representative.
SINGLE PARAGRAPH. The two European districts will be divided into Western European District and Eastern European District. The Western European District consist of citizens living in Portugal, Spain, France, Italy, Switzerland, Belgium, the Netherlands, Luxembourg, Germany, Great Britain and Northern Ireland. The Eastern European District consist of citizens living in Austria, Hungary, Croatia, Czechia, Slovenia, Slovakia, Bosnia and Herzegovina, Serbia, Greece, Bulgaria, Montenegro, Romania, Albania, Macedonia, Moldova, Ukraine, Poland, Lithuania, Latvia, Estonia, Belarus, Russia, Finland and Scandinavia.
ARTICLE IV. Each political party may present only 01 (one) candidate per electoral district.
ARTICLE V. It will be considered elected the candidate who wins the election by simple majority, in a first-past-the-post system, in a single round.
ARTICLE VI. If there are no candidates in the electoral districts, there will be no invalidation or nullity of the election.
