THE KINGDOMS AND LANDS OF THE CROWN OF RUTHENIA AND THE LANDS REPRESENTED IN THE COUNCIL OF KARNIA
HIS IMPERIAL AND ROYAL MAJESTY’S OWN OFFICE
A bill to receives from the Imperial Chancellery laws for approval and other provisions.
WE, the EMPEROR OF KARNIA AND KING OF RUTHENIA, King of Bessabia, King of Acrin, King of Horvatia, Szolnók, Geza, Letingia, Escandia, King of Jestia, etc.; Archduke of Karnia, Grand Duke of Gaussland, Caledonia; Duke of Ladislavia, Hoheneinsamkeit, Weißeswasser, Csorna, Chedowski, Balaton; Grand Prince of Karcag, Margrave of Luftrein, Duke of Persenburg, Götzödorf, Mohács, Pannonhalm, Podenbrad, Gyalla, Oswiencin, Zallanta, Cieszpreg, Fertodin, Rugoz, Árpád; Princely Count of Bihar, Tamaz, Koberg, Gerizia, Grevenia; Prince of Thomaz-Rocha, Bersód; Margrave of Upper and Lower Lusitia; Count of Heves, Feldkirchenberg, Brevento, Szentes, etc.; Lord of Fürstenbergserdboden, Kazin, etc., etc. etc., in full harmony with the Imperial Constitution, and in full compliance with the provisions of article 65, subsection XI, decree the following:—

ARTICLE I. The House of Representatives submitted for the approval of the House of Peers and the Imperial Chancellor that issued opinions and, as a result of in albis term in the sense of formally delivering to the Sovereign's consideration the bills, We have received the following projects of law:
a. Legislative Decree n. OO5-18 - The Regiment of the House of Representatives;
b. Legislative Decree n. OO6-18 - The possibility of a citizen having more than one micronationality or the punishment of loss of citizenship if he has a micronationality other than the Imperial citizenship;
c. Legislative Decree n. OO7-18 - The deliberation on possession, consumption and apology to narcotics and the creation of the Ministry of Health;
d. Legislative Decree n. OO8-18 - The criminalization of psychological terrorism;
e. Legislative Decree n. OO9-18 - The criminalization of plagiarism and piracy;
f. Legislative Decree n. O1O-18 - The legislation that defines roles, duties, and prerogatives to regional rulers;
g. Legislative Decree n. O11-18 - The confirmation of the diplomatic recognition granted to the Kingdom of Barin;
h. Legislative Decree n. O12-18 - The administration of the Grand Duchy of Gaussland;
i. Legislative Decree n. O13-18 - The administration of the Principality of Scotia.

ARTICLE II. Under the terms of which the bills have come to Our appreciation, We can not but express Our disappointment at the inability of the Legislature to deliver Us a bill of law for approval, since determinations of a line do not constitute a law, issuing only one which was certainly not the object of the speeches made by the Sovereign to the Imperial Diet.

ARTICLE III. From what is expressed in the previous article, making the prerogatives granted to Us by the Constitution and analyzing the imperial prerogative in proposing bills, We will write the legal text of the laws that are approved.
