THE KINGDOMS AND LANDS OF THE CROWN OF RUTHENIA AND THE LANDS REPRESENTED IN THE COUNCIL OF KARNIA
HIS IMPERIAL AND ROYAL MAJESTY’S OWN OFFICE
A bill to create military order, reorganize decorations with military nature and other providences.
WE, the EMPEROR OF KARNIA AND KING OF RUTHENIA, King of Bessabia, King of Acrin, King of Horvatia, Szolnók, Geza, Letingia, Escandia, King of Jestia, etc.; Archduke of Karnia, Grand Duke of Gaussland, Caledonia; Duke of Ladislavia, Hoheneinsamkeit, Weißeswasser, Csorna, Chedowski, Balaton; Grand Prince of Karcag, Margrave of Luftrein, Duke of Persenburg, Götzödorf, Mohács, Pannonhalm, Podenbrad, Gyalla, Oswiencin, Zallanta, Cieszpreg, Fertodin, Rugoz, Árpád; Princely Count of Bihar, Tamaz, Koberg, Gerizia, Grevenia; Prince of Thomaz-Rocha, Bersód; Margrave of Upper and Lower Lusitia; Count of Heves, Feldkirchenberg, Brevento, Szentes, etc.; Lord of Fürstenbergserdboden, Kazin, etc., etc. etc., in full harmony with the Imperial Constitution, and in full compliance with the provisions of article 65, subsection I, decree the following:—

ARTICLE I. Considering that it is the duty of the Imperial and Royal Throne to organize the decorations and honors of the State, since the Emperor-King is fons honorum of the Empire, We have decided that we must separate State honors, dynastic honors and military honors, as well as its order of precedence.

ARTICLE II. State orders, that also may be referred as a national order, is an order bestowed by the sovereign or the head of government as part of a national honours system, conferred for the merit of the recipient, are typically categorised as either orders of chivalry or orders of merit, with civil or military nature.

ARTICLE III. Dynastic orders, that also may be referred as a monarchical order, or imperial and royal house order, is an order under imperial and/or royal patronage, bestowed by the head of a ruling noble family as legitimate fons honorum, and is to be considered part of the cultural patrimony of the Empire. They are distributed due merit to reward service to a monarch, or the monarch's dynasty or the Empire.

ARTICLE IV. Military orders, that also may be referred as military awards and decorations, are distinctions given as a mark of honor for military heroism, meritorious or outstanding service or achievement, and may be categorised as order of merit, bravery awards, distinguished service awards, campaign medals, service medals and awards for entire units.

ARTICLE V. State orders may be granted, primarily, by the Sovereign of Karnia-Ruthenia or the Head of Government of Karnia-Ruthenia.

ARTICLE VI. Dynastic orders may be granted, primarily, by the Sovereign of Karnia-Ruthenia or the hereditary rulers of the Karno-Ruthenian Empire.

ARTICLE VII. Military orders may be granted, primarily, by the Head of the General Staff of the Imperial and Royal Armed Forces of Karnia-Ruthenia, and in a secondary way, by the Sovereign of Karnia-Ruthenia as Commander-in-Chief of the Imperial and Royal Armed Forces of Karnia-Ruthenia.

ARTICLE VIII. It is possible for hereditary rulers to recommend names for state orders to the Sovereign of Karnia-Ruthenia or to the Head of Government of Karnia-Ruthenia, as well as to recommend names to the Head of the General Staff of the Imperial and Royal Armed Forces of Karnia-Ruthenia.

ARTICLE IX. The order of precedence, the grantor and the reason for granting are:
1. Order of the Edelweiss, dynastic order awarded by the Emperor-King of Karnia-Ruthenia, for exceptionally meritorious civil and military achievements;
2. Royal Order of Saint Stephen, dynastic order awarded by the Emperor-King of Karnia-Ruthenia, at monarch's pleasure;
3. Order of Ottokar, dynastic order awarded by the Ban of Horvatia, for exceptionally meritorious civil and military achievements for Horvatia - related to the Royal Order of Saint Stephen;
4. Most Noble Order of Saint Peter, dynastic order awarded by the Emperor-King of Karnia-Ruthenia, at monarch's pleasure;
5. Most Excellent Order of Saint Paul, dynastic order awarded by the Emperor-King of Karnia-Ruthenia, at monarch's pleasure;
6. Imperial and Royal Military Order of Maurice de Saxe, military order awarded by the Head of the General Staff of the Imperial and Royal Armed Forces of Karnia-Ruthenia, for innovative ideas for contributing to the defense of the Empire;
7. Order of the Queen, dynastic order awarded by the Empress-Queen consort of Karnia-Ruthenia, the monarch's pleasure for personal services of women to the Crown;
8. Imperial and Royal Order of the Lion, state order awarded by the Emperor-King of Karnia-Ruthenia, for civil and military merit;
9. Imperial and Royal Military Order of Saint George, military order awarded by the Head of the General Staff of the Imperial and Royal Armed Forces of Karnia-Ruthenia, for conspicuous gallantry and intrepidity at the risk of life above and beyond the call of duty;
1O. Order of Legislative Merit, state order awarded by the Head of Government of Karnia-Ruthenia, for exceptional and outstanding merits in the highest offices in Diet, Government and Court of Justice.
11. Royal Order of Saint Luke the Evangelist, state order awarded by the Emperor-King of Karnia-Ruthenia, for activities in the fields of culture, folklore, art, science and the protection of the environment.

ARTICLE X. Orders and decoration related to military campaigns, past and future, are now under the responsibility of the Head of the General Staff of the Imperial and Royal Armed Forces of Karnia-Ruthenia.
