THE KINGDOMS AND LANDS OF THE CROWN OF RUTHENIA AND THE LANDS REPRESENTED IN THE COUNCIL OF KARNIA
HIS IMPERIAL AND ROYAL MAJESTY’S OWN OFFICE
A bill to establish guidelines for education in the Empire, to establish the Imperial and Royal Academy of Geographical and Social Studies and other measures.
WE, the EMPEROR OF KARNIA AND KING OF RUTHENIA, King of Bessabia, King of Acrin, King of Horvatia, Szolnók, Geza, Letingia, Escandia, King of Jestia, etc.; Archduke of Karnia, Grand Duke of Gaussland, Caledonia; Duke of Ladislavia, Hoheneinsamkeit, Weißeswasser, Csorna, Chedowski, Balaton; Grand Prince of Karcag, Margrave of Luftrein, Duke of Persenburg, Götzödorf, Mohács, Pannonhalm, Podenbrad, Gyalla, Oswiencin, Zallanta, Cieszpreg, Fertodin, Rugoz, Árpád; Princely Count of Bihar, Tamaz, Koberg, Gerizia, Grevenia; Prince of Thomaz-Rocha, Bersód; Margrave of Upper and Lower Lusitia; Count of Heves, Feldkirchenberg, Brevento, Szentes, etc.; Lord of Fürstenbergserdboden, Kazin, etc., etc. etc., in full harmony with the Imperial Constitution, and in full compliance with the provisions of article 65, subsection I, decree the following:—
EDUCATIONAL GUIDELINES OF THE EMPIRE

TITLE I
Education
ARTICLE I. Education, a right guaranteed to all subjects, should have its assured access to all subjects.

ARTICLE II. The responsibility for education belongs to the Crown, to the Office of the Imperial Chancellor and to the Minister of Culture.

ARTICLE III. Education is subdivided into the following levels:
a — Basic, which occurs in the regime required by the Constitution;
b — Medium, which is given through the proposed tutoring programs;
c — Superior, which is given through the full course of baccalaureate at the Imperial and Royal Academy of Geographical and Social Studies.
Sole paragraph — Superior level education will be held in a monopoly regime by the Imperial and Royal Academy of Geographical and Social Studies.
TITLE II
Of the basic, middle and higher education institutes

Chapter I
Basic education
ARTICLE IV. The basic education will be offered by the educational institutions of the macronations of which the citizen belongs.
Sole paragraph — It is considered basic education in micronational terms the disciplines of Introduction to the Micronationalism and History of the Empire of Karnia-Ruthenia.
Chapter II
Medium education
ARTICLE V. Upon completion of the basic education course, the subject may be appointed a tutor.
Sole paragraph — The tutor aims to lead to the intellectual growth of the subject, having to be present for medium level education instruction, but can be appointed from the beginning in elementary education and can continue his guidance to the subject in higher education.

ARTICLE VI. The tutoring programs will be carried out according to the aptitudes and desires expressed by the newcomer and the course will be given according to the interview to be conducted with the administration of the Imperial and Royal Academy of Geographical and Social Studies.

ARTICLE VII. Subjects from other micronations may be exempted from the tutorial courses, at the discretion of the Office of the Ministry of Culture.[/align]
Chapter III
Superior ecuation
ARTICLE VIII. Superior education will be given through the Imperial and Royal Academy of Geographical and Social Studies, under monopoly.

ARTICLE IX. Academic titles are considered in hierarchical order:
a — Bachelor;
b — Doctor;
c — Master, which is given through the full course of baccalaureate at the Imperial and Royal Academy of Geographical and Social Studies.
First paragraph — It will be possible to graduate the person who complete at least three credits, within the available ones offered by the Imperial and Royal Academy of Geographical and Social Studies, and have written an article approved by examining board organized by that institution and published.
Second paragraph — Will be able to enter in doctoral program those who obtain a valid title of bachelor by the Imperial and Royal Academy of Geographical and Social Studies, or those that possess title superior of macronational origin and have completed a program of tutoring or been dispensed of that, and will be graduated doctors those submitting a thesis, under the guidance of another doctor, and examining board approval.
Third paragraph — Will be able to graduate as master those who submit a second thesis and have it accepted by a specialist nominated by the Imperial and Royal Academy of Geographical and Social Studies.

ARTICLE X. The graduation of the bachelors will be done by the Rectory of the Imperial and Royal Academy of Geographical and Social Studies after the publication, by Executive Decree of the Ministry of Culture, of conferring the said title to the subject concluding the course; the one of the doctors and masters will follow the same procedure.

ARTICLE XI. It will be responsability of the Imperial and Royal Academy of Geographical and Social Studies to define which courses it will minister, in an ordinance of the Rector who will mention:
a — the curriculum;
b — the menu of the disciplines offered;
c — the number of credits, in a minimum of three;
d — the name of the teacher(s) who will teach the course;
e — evaluation system, as defined by the university;
Sole paragraph — The course will only be validated after the approval of the Ministry of Culture, by Executive Decree.[/align]

TITLE III
Imperial and Royal Academy of Geographical and Social Studies
ARTICLE XII. It is created, under the Ministry of Culture, the Imperial and Royal Academy of Geographical and Social Studies. The main objective of the Imperial and Royal Academy of Geographical and Social Studies will be the promotion and promotion of educational, social and cultural initiatives of the Empire.

ARTICLE XIII. The purpose of the Imperial and Royal Academy of Geographical and Social Studies shall be:
a — the training, improvement and specialization of citizens to serve the Empire at administrative, cultural, micropatriological and political level;
b — the holding of summits and academic programs of knowledge related to the main challenges identified in the international community;
c — the diffusion of expertise and state of art in the fields of Political Science, International Relations, International Law, History and Diplomacy accumulated by the Empire;
d — the systematization of data and documents related to micropatriology.

ARTICLE XIV. The Imperial and Royal Academy of Geographical and Social Studies shall adopt as its symbol the following coat of arms.

ARTICLE XV. The Imperial and Royal Academy of Geographical and Social Studies is an autarchy based in Persenburg.

ARTICLE XVI. The Imperial and Royal Academy of Geographical and Social Studies does not distribute any operational, gross or net operating surplus, bonuses, interests or portions of its assets to its associates, directors or donors, earned through the exercise of its activities, and applies them fully to the achievement of its objective.

ARTICLE XVII. In carrying out its activities, the Imperial and Royal Academy of Geographical and Social Studies shall observe the principles of legality, impersonality, morality, publicity, economy and efficiency and shall not do or support any act of discrimination.

ARTICLE XVIII. The Governorship of the Imperial and Royal Academy of Geographical and Social Studies will be chaired by two Chancellors, whose names will be appointed by His Imperial Majesty, the Emperor, and approved by the Minister of Culture.

ARTICLE XIX. It is the chancellors' responsibility analyze the performance of the members of the Imperial and Royal Academy of Geographical and Social Studies, propose amendments to this Guidelines; to recommend the general schedule of activities of the Imperial and Royal Academy of Geographical and Social Studies; refer to the editorial board of publications to be made by the Imperial and Royal Academy of Geographical and Social Studies.

ARTICLE XX. The assets of the Imperial and Royal Academy of Geographical and Social Studies shall consist of the documentary collection of its authorship and the intangible assets under its custody.

ARTICLE XXI. The Imperial and Royal Academy of Geographical and Social Studies may be dissolved by a discretionary decision of the Imperial and Royal Government.

ARTICLE XXII. These guidelines come into force on the date of its publication.
