In this Twenty-fifth day of September in the year Two Thousand and Sixteen, comes to public the Emperor of Karnia and King of Ruthenia, express His will, using the powers granted to Him by the Constitution, in accordance with Article 7, Chapter I, DECIDED:
ARTICLE I. CONSIDERING that Cumagnaise citizens are now citizens of the Empire, they were officially included in the Imperial and Royal List of Citizens. Therefore, should the Cumagnaise Government notify all its citizens that they are now also members of the Empire of Karnia-Ruthenia.
ARTICLE II. CONSIDERING that Cumagnaise aristocracy is now subject to our laws, all Cumagnaise nobility will be related in our Book of Nobles. However, under the terms of the Imperial and Royal Decree n. 04/2016, the title of Marquis of Mokollen title will be replaced by the title of Margrave of Mokollen. Therefore, should the Cumagnaise Government notify all its nobles that they are now also members of the nobility of the Empire of Karnia-Ruthenia.
