THE KINGDOMS AND LANDS OF THE CROWN OF RUTHENIA AND THE LANDS REPRESENTED IN THE COUNCIL OF KARNIA
HIS IMPERIAL AND ROYAL MAJESTY’S OWN OFFICE
A bill to create the Apostolic Military Ordinariate of Karnia-Ruthenia, to appoint the Apostolic Field Vicar of the Imperial and Royal Army, and other measures.
WE, the EMPEROR OF KARNIA AND KING OF RUTHENIA, King of Bessabia, King of Acrin, King of Horvatia, Szolnók, Geza, Letingia, Escandia, King of Jestia, etc.; Archduke of Karnia, Grand Duke of Gaussland, Caledonia; Duke of Ladislavia, Hoheneinsamkeit, Weißeswasser, Csorna, Chedowski, Balaton; Grand Prince of Karcag, Margrave of Luftrein, Duke of Persenburg, Götzödorf, Mohács, Pannonhalm, Podenbrad, Gyalla, Oswiencin, Zallanta, Cieszpreg, Fertodin, Rugoz, Árpád; Princely Count of Bihar, Tamaz, Koberg, Gerizia, Grevenia; Prince of Thomaz-Rocha, Bersód; Margrave of Upper and Lower Lusitia; Count of Heves, Feldkirchenberg, Brevento, Szentes, etc.; Lord of Fürstenbergserdboden, Kazin, etc., etc. etc., in full harmony with the Imperial Constitution, and in full compliance with the provisions of article 65, subsection II, decree the following:—


ARTICLE I. We create the Apostolic Military Ordinariate of Karnia-Ruthenia as a military ordinariate of the Roman Catholic Church, to be immediately subject to the Holy See under the terms in which the Roman Catholic Archdiocese of Persenburg is developed as a de jure archdiocese, to provide pastoral care to Roman Catholics serving in the Karno-Ruthenian Armed Forces and their families.

ARTICLE II. The head of the Apostolic Military Ordinariate of Karnia-Ruthenia is to be held by the de jure Archbishop of Persenburg as the de jure Apostolic Field Vicar of the Imperial and Royal Armed Forces of Karnia-Ruthenia.

ARTICLE III. The Apostolic Field Vicar is the supreme Roman Catholic cleric for the Armed Forces.

ARTICLE IV. The Apostolic Field Vicar will be appointed by His Imperial and Royal Majesty, the Emperor-King and confirmed by the Holy See. He is entitled to spiritual jurisdiction over the Imperial and Royal Armed Forces during times of war and peacetime.

ARTICLE V. We It requires the Honorable Minister of War to ratify the appointment of His Excellency, The Most Reverend Joseph of Assis, Archbishop of Persenburg, as the de jure Apostolic Field Vicar of the Imperial and Royal Armed Forces of Karnia-Ruthenia.
